A few users have already cleaned up their home directories, I removed some old kernels and cleaned the zypper cache. So we're back at /dev/vda1 9,6G 6,4G 2,8G 71% / and the urgent situation should be resolved. Further tasks to prevent this in the future have been added by @okurz as separate tickets so I'll close this one.

I've also cleaned up some files in root's home directory so we're now at /dev/vda1 9,6G 6,0G 3,2G 66% /.
