openQA test in scenario sle-12-SP5-Server-DVD-Incidents-Install-x86_64-qam-incidentinstall@64bit fails in
update_install

This happens because the openqa-workers may be configured to block perl from executing system commands,
through system() and qx(). When this happens, the test can't use curl to fetch data from SMELT.

Is this still applicable?
The last_good is green and ./tests/qam-updinstall/update_install.pm doesn't contain the string "curl".
