closed[qe-core][qem] test fails in update_install because of missing permission

Observation¶
openQA test in scenario sle-12-SP5-Server-DVD-Incidents-Install-x86_64-qam-incidentinstall@64bit fails in
update_install
This happens because the openqa-workers may be configured to block perl from executing system commands,
through system()
and qx()
. When this happens, the test can't use curl
to fetch data from SMELT.

Is this still applicable?
The last_good is green and ./tests/qam-updinstall/update_install.pm
doesn't contain the string "curl".
