Observation

diffutils package is not installed for JeOS images without btrfs (because without snapper).
So, diffutils package should be installed by the test.

Test was added on 2020-07-23 and never worked

Your link points to an x86_64 test, but should target RPi2 or RPi3.

The PR causes the package diffutils to be installed in any JeOS, that is wrong, if diffutils is not present on JeOS, it is a bug.
But, for RPi image, which is based on JeOS, but it is not JeOS, it is expected to not have diffutils.

The package should only be installed for RPi image.
