in https://openqa.nue.suse.com/tests/4288177#settings we can't set the WORKAROUND_DEPS and BREAK_DEPS at the same time.
it check WORKAROUND_DEPS first then check BREAK_DEPS, so most of the time it'll result in infinitive loop.

Need change the dependency-issue needle. but now we can't do this due to we can't login in openQA with "Forbiden"
