[functional][y] File a bug regarding remote VNC installation on TW and enable in the main job group

Description
As we have learned in #62498 new support server image didn't help, so we will enable scenario with a workaround.
Test suite is enabled in the development job group: https://openqa.opensuse.org/tests/latest?arch=x86_64&distri=opensuse&flavor=DVD&machine=64bit_cirrus&test=remote_vnc_controller&version=Tumbleweed#settings
As per Yanis we could not reproduce the issue manually, so need to use openQA to get logs.
Acceptance criteria¶
- Bug is filed regarding issue of machine not rebooting in the end of the installation
- There is soft-failure in the test suite referencing bug from AC 1.
- Test suite should use new support server we have created (support_server_tumbleweed@64bit.qcow2) riafarov will upload it shortly

Image is uploaded to o3, so can be used in the test suite.

https://bugzilla.opensuse.org/show_bug.cgi?id=1164503 is filed, which is kernel bug. I will add soft-failure and enable test suite in main job group as the next step.
