Description

The scripts load_templates and dump_templates can be used for export and import, with support for a JSON format. With the introduction of parameters the scripts will fail when they're used.

@mkittler worked on this PR https://github.com/os-autoinst/openQA/pull/2074

We discussed however that in the meantime the code changed a lot, making this a moving target and I'm taking a fresh look at it. Also using the actual YAML rather than supporting it in the custom JSON.
