closed/admin/needles: Provide options to limit use/match going back in time further

Motivation¶
Using e.g. https://openqa.opensuse.org/admin/needles one can administer old and/or unused needles quite easily however limiting the use or match to just "not last 2 months" is often not enough, e.g. considering that we have needles that maybe match only once a year (openSUSE Leap Beta warning or winter grub needles etc.) so it would be nice if we are not limited to the current options.
Acceptance criteria¶
- AC1: It is possible to select a bigger age for /admin/needles, either by query parameters documented in help text or by UI

It's already an WIP, because we should confirm if the format is acceptable.
The pictures in PR show the format after the modification.

hm, you still have your pull request open and Marius and me provided suggestions. Should we make the suggestions more detailed or is it another problem that stopped you?

Just checked again on osd, https://openqa.suse.de/admin/needles, looks nice and seems to do the job :)
