- Implement an automatic check failing on needles without timestamp
- Correct existing needles without timestamp, e.g. automatic correction based on git commit timestamp

Sorry, will not be done by "tools"-team which focusses on openQA+backend improvements and has their backlog on http://progress.opensuse.org/projects/openqav3/issues/ (only). This needs to be taken as a shared-team effort
