As I replied in the thread on the opensuse mailing list just an hour ago - there is nothing wrong with the mirror at Uni Lissabon. From e.g. Hetzner in Falkenstein (DE), I see download rates of up towards 45Mb/s.

I'm open to suggestions, what do you think we should do?

I would suggest not giving it for Spanish users. Or ask them why they are
that slow with Spain (Movistar). I don't know.

Yes, there is no reason to think the interconnection should have magically improved :-)

I would suggest not giving it for Spanish users.

I don't think we have that option ("not for ES"), but even if we did, it's really up to the mirror sponsor to decide which countries they want to serve.
Mirrorbrain supports a list of which countries to serve, it might just have the opposite too, I'll check.

Or ask them why they are
that slow with Spain (Movistar). I don't know.

We don't really have the time to micromanage the mirror infrastructure, but if you ask your provider, that's a good start. Peering agreements take two parties.

Also, it might not be all Spanish users that are affected, it might be Telefónica customers only.

Also, it might not be all Spanish users that are affected, it might be Telefónica customers only.

I'll ask on the Spanish list.

And I'll open a ticket with my ISP, but I need samples downloads from
other countries to show that they download much faster. We can continue
on the mail list and close the ticket.
