[aarch64] Update aarch64 machine on o3

Description

aarch64 machine need some updates:

  1. Switch from 10 to 16 workers: 6 additional workers are already enabled for testing only, but we lack some huge pages space (see below)
  2. Huge pages memory: ok for 10 workers, but not enough for 16 workers. So:
    • Increase the size to 64 GB
    • Change page size from 2MB to 1GB (?)
  3. Update to Leap 15.1 (RC or GA?) to have a PREEMPT_VOLONTARY kernel (instead of PREEMPT_NONE)
  4. Use QEMU and qemu-uefi-aarch64 from Virtualization repo? To get the latest and greatest improvements?
  5. More?
