I think this belongs to the openQA project. If I'm wrong, just move it back.
It should not be hard to make the TODO filter on the test result overview aware of the bug status. However, we should also update the behavior of the review badges in accordance. (Note the description of the TODO filter: "Shows only jobs that need to be labeled for the black review badge to show up.") The documentation needs to be checked as well and possibly updated.

I agree with the original request however I see the "crosscheck closed issues" as a secondary level so should not be shown in the default todo-view but better another level. Also please keep in mind that in many cases a label linking a "closed" issue is actually still valid, e.g. a "RESOLVED FIXED" bug but the bugfix has not reached the product.
