openQA test in scenario sle-15-Server-DVD-Incidents-Minimal-s390x-qam-minimal+sle15@s390x-zVM-hsi-l3 fails in
bootloader_s390

Reproducible

Fails since (at least) Build :8819:zypper.1537445974

Expected result

Last good: :8431:pam_pkcs11.1536766810 (or more recent)

It's a little less obvious - the repo is in fixed/, but s390 bootloader does not add the fixed/ part. So we install symlinks, but those go away over time

MR a salt change for the repos you guys need in addition:
