again openQA workers not started in PowerPC because bad /dev/kvm access
as per https://openqa.opensuse.org/tests/752885/file/autoinst-log.txt

this is again the same as previous issue #40031 so need same bypass.

IMO this is generic qemu packaging problem - we just workaround :(

Not only strictly related to qemu: https://github.com/systemd/systemd/pull/5597 - i don't see the udev rule on my local install relevant to kvm
