As I can see this issue happened already 2 weeks ago. It seems to be a sporadic issue.
await_install is not finished and reboot screen doesn't show up at all. Please investigate this.

openQA test in scenario sle-12-SP4-Server-DVD-s390x-create_hdd_pcm_aws@s390x-kvm-sle12 fails in
start_install
Reproducible¶
Fails since (at least) Build 0374 (current job)
Expected result¶
Last good: 0371 (or more recent)

Installing mutt-1.10.1-55.6.1.s390x.rpm takes suspiciously too much time.

Originally reported issue cannot be investigated, no logs and failed is incomplete. We can take a look on the failure mentioned by @mloviska, as we have logs for it.
I would recommend to timebox it to 2h and then just track for SLE 12 SP5, if we see same issue.

So point discovered by @mloviska is explaining part why it took longer in general, but it's not a problem of the single package.
Last command executed is Executing 'rpm' '--root' '/mnt' '--dbpath' '/var/lib/rpm' '-U' '--percent' '--noglob' '--force' '--nodeps' '--' '/mnt/var/cache/zypp/packages/SLES12-SP4-12.4-0/suse/noarch/plymouth-branding-SLE-12-13.3.1.noarch.rpm'
What I can see in comparison to normal run is that expected time fluctuates up to 40 minutes, and we do download packages,
after installation timed out, we still have ~300 packages not downloaded: 2018-11-07 12:06:57 s390vsw152.suse.de(2958) [Ruby] modules/PackageSlideShow.rb:1094 Downloaded 1342/1631 packages
So this latency is partly due that and we have quite some:

Also, seems we download a lot of packages as they are not found in the cache.
