https://progress.opensuse.org/projects/opensuse-admin/issues/new has a "Private" checkbox that is unchecked by default, but keeping it unchecked nevertheless makes a new report private. Reporters shouldn't have to beg an admin to make a non-private issue public.

it's intentionally that way, as users tend quite often to post sensitive data

There shouldn't be a button that ostensibly selects/deselects private that lies. Either it shouldn't be there, or it shouldn't lie. It's obviously there, so people with sensitive data should be able to believe it and expected it to be respected. Certainly it can be defaulted to private selected, but it shouldn't lie.
