Description
Based on trello card.
This bug shows the inverse problem. yast2-s390 tried to format a disk that should not be formatted (it's FBA, not ECKD).

This test can select DASD FBA device, in the disk activation we always have DASD with id 0.ffff, we can try to format it and verify error message (see https://openqa.suse.de/tests/1457356#step/disk_activation/2).
