[tools][sprint 201712.2] Can't update job group settings

Description
Updating job group settings gives a 500 (which is actually invalid as 500 means internal error) as it checks if there is already a job group with that name. And of course on update the name already exists.
To reproduce: create a job group without parent and then change it's settings.

- Status changed from In Progress to Resolved
- Subject changed from [tools][expedite][sprint 201711.2] Can't update job group settings to [tools][sprint 201712.2] Can't update job group settings
