Change access control for uploadlog from user based to IP based

Description
The logs are not uploaded by the workers, but from the VM itself. So authenticating by user makes no sense. We need a IP based access control to the uploadlog url.

Solution committed. It should work but I'm not closing the issue because is still untested.

we tested it - the access log is fine, but the route is broken. but we have another issue for that
