This PR forces installation of a package called 'openssh-server'

On Tumbleweed, there have been (so far) at least three tests identified that fail on this, due to:

  • openssh-server not existing (e.g. Leap upgrade tests, booting Leap, attempting to install the package)
  • 389sd security: openssh-server is already installed

The three identified tests are:

openQA test in scenario opensuse-Tumbleweed-DVD-x86_64-security_389ds_sssd_client@64bit fails in
consoletest_setup
