This PR forces installation of a package called 'openssh-server'
On Tumbleweed, there have been (so far) at least three tests identified that fail on this, due to:
- openssh-server not existing (e.g. Leap upgrade tests, booting Leap, attempting to install the package)
- 389sd security: openssh-server is already installed
