The below PR is merged, then I think it is fine for us to move some ppc64le jobs from qemu backend to powerVM

Action items¶
- So far powerVM only supports 4096 disk sector size, so for 512 images, we may need to allocate new hdd
- We may need some extra code changes as well since we didn't run the tests on powerVM before
3. For wizard test, we may need to skip the step to [qe-c will cover the tests]dd ignition or combustion disk to HDD
