Description
list action should offer to remove package if the request is declined.
It shouldn't matter who declined the request for what reason, the factory-staging
manager should have an easy way to remove the package from the group.

Once the question was asked and the staging manager decided to keep it, we should mark that in the meta.

As discussed we need the group functionality first to ensure wether we can just remove/decline just one package or if we need to decline multiple requests at once with this one.
