Motivation

Based on Feedback with maintenance coordinators and discussions with runger 2024-02. The feedback was that approval for "qam-openqa" takes too long for some incidents.

Aside from #155629 (a wish from Ralf) and comments from #153928, let's put a big pin on this one, especially because Smelt MUST talk to openQA, too. See https://suse.slack.com/archives/C02CANHLANP/p1708420768138509?thread_ts=1708419626.914349&cid=C02CANHLANP note that the priority does not mean that jobs in openQA must work faster.

Also, for #155629 really to work well, we would have to remove the caching, reduce the window, or a possible combination of different ideas
