BCI repo tests for 15-SP4 and 15-SP3 need LTSS registration code

Description
The BCI repo tests on 15-SP4 and 15-SP5 are failing because they likely need an LTSS registration of the host.
Observation¶
openQA test in scenario sle-15-SP4-BCI-Repo-Updates-x86_64-bci_repo_patterns@64bit fails in
root_BCI-tests_all

Let we note that HOST_VERSION
always is set to 15-SP5
in test group 428 template and failing tests have HDD_1
different version; some passing tests have instead the 2 parameters congruent.
HDD_1
name in yaml depends on VERSION, probably should be HOST_VERSION instead.
It's expected that the SP4 BCI_repo tests are failing as SLE BCI 15.4 is EOL and has been removed from the 15.4 images.

I have removed the schedules from osd in ibs sync folder as well. It should be fixed by now
We should be fine by now. Only sle15sp5 is being scheduled in BCI repo testing
