Journal check is taking the data from here ... https://github.com/os-autoinst/os-autoinst-distri-opensuse/blob/master/data/journal_check/bug_refs.json
Mentioned link is for kernel bugs, if there is record_soft_failure then there is generally bug# or poo# reference.
Where are you missing such list to create repo with list ? Widen the tracking for what/where ?
