So far I have no idea why this test passed. I installed TW-Build20160925 (where qgroup test passed) and I tried this manually, bsc#993841 is still present.

This is not problem of openqa - I got the same (random?) results when I tried to reproduce on SLES b2141.
bsc#993841 is still open.

mkfs.btrfs /dev/vdb1 && mount & cd & enable quota
for sv in {a..x}; do
btrfs subvolume create $sv
btrfs qgroup limit 50m $sv .
for c in {1..40}; do dd if=/dev/zero bs=1M count=40 of=$sv/file 2>/dev/null; done
btrfs filesystem sync .
rm $sv/file
done

Create subvolume './a'
rm: cannot remove 'a/file': Disk quota exceeded
