openQA test in scenario opensuse-15.4-DVD-Updates-x86_64-upgrade_Leap_15.3_gnome@64bit fails in
updates_packagekit_gpk
This error happens regularily. Restarts help, but it becomes cumbersome. The error is consistently
Location 'http://download.opensuse.org/distribution/leap/15.4/repo/...' is temporarily unaccessible
We need to investigate why this issue is present there.

- Subject changed from [qe-core][sporadic] often failures in updates_packagekit_gpk to [qe-core][sporadic] Location download.opensuse.org is temporarily unaccessible
More failures, also in other test runs e.g. in updates_packagekit_kde
Issue is likely only temporary, as there is a huge TW rebuild (gcc13) which puts a lot of load on the download.opensuse.org servers. From Matrix:
we have MIRRORCACHE_WORKERS=24 atm. and a system load of 46 for 16 cores.
Guess we have to wait until the major upgrade wave is over.
Still some failures today.
