On investigation, the failed test suite missed setting of BOOT_HDD_IMAGE=1 BOOT_MENU=1, and the ISO is wrong for SLE-15-SP4-Online-x86_64-GMC-Media1.iso, we should use ISO=SLE-15-SP4-Online-aarch64-GM-Media1.iso instead.

Acceptance criteria

AC1: Update setting to fix test fails in reboot_to_upgrade.
