I assume this should go to the heroes tickets, not the release process ;-) - moving.
I updated the DNS entry, but will leave granting stage.o.o access to someone else.

Please excuse the delayed reply - we met scalability problems on the main machine, so some time ago it was announced a request to use rsync://stage-main-repos.opensuse.org/ whenever possible instead of stage.opensuse.org
Is there chance for you to try stage-main-repos.opensuse.org and provide feedback? (It doesn't need any special permissions).

Hi Andrii,
Thanks for the update.
I tried syncing from stage-main-repos.o.o but the connection timed out.
rsync: [Receiver] failed to connect to stage-main-repos.opensuse.org (116.202.118.202): Connection timed out (110)
rsync: [Receiver] failed to connect to stage-main-repos.opensuse.org (2a01:4f8:10b:4655::2): Network is unreachable (101)
rsync error: error in socket IO (code 10) at clientserver.c(137) [Receiver=3.2.3]

Still no luck with stage-main-repos.opensuse.org. It is the below rsync command which times out every time.
rsync -rlptyH stage-main-repos.opensuse.org::opensuse-full/opensuse/distribution/leap/15.5 /vol-mirror/mirror/opensuse/distribution/leap --delay-updates --delete-delay -hi --progress --stats
Anything I am doing wrong?

The same for me - it just works with both -4 and -6 flags.
Alternatively, you can sync from some of our good mirrors, e.g. ftp.gwdg.de usually has everything:
rsync -rlptyH rsync://ftp.gwdg.de/opensuse/distribution/leap/15.5 vol-mirror/ --delay-updates --delete-delay -hi --progress --stats
