[new test] podman network test

Description
Create a new test podman_network.pm to create networks and containers in those networks.
Commands to be validated:
- podman network create
- podman network inspect
- podman network ls
- podman network exists
- podman network connect
- podman network disconnect
- podman network reload
- podman network prune
- podman network rm
The creation of a new network shall be done in 2 ways:
- Status changed from Workable to Blocked
- Status changed from Blocked to Workable
- Blocks action #124631: Usage of netavark and aardvark in podman networks added
- Status changed from Workable to In Progress
It would be nice if this test could also include checks for the new netavark network stack that we support as of podman 4.4.
The ticket is still in progress the latest changes still fails on SLE-SP1 & SP2
The first PR successfully merged. It vlaidates the following commands:
- podman network create
- podman network inspect
- podman network ls
- podman network exists
- podman network prune
- podman network rm
Now working on the second PR that will validate the rest of the commands:
- podman network connect
- podman network disconnect
- podman network reload
- Blocks deleted (action #124631: Usage of netavark and aardvark in podman networks)
- Status changed from In Progress to Feedback
