Description
While testing Snapshot 0607, several tests failed once the 'update task' was completed.
Turned out that while testing snapshot 0607, the update pulled in packages from the release snasphot (0605 at the time). In most cases this is no issue, but in this specific case there was a package reverted (pam-config) - which was responsible for all the failures.
A snapshot to be tested should be limited to the things / packages that will be available once released... the old snapshot will be completely overwritten once published.

- Blocked by coordination #17436: [tools][functional][y][epic] tests must not have access to published repos, e.g. download.o.o on Tumbleweed -> remove all references to download.o.o from repos during installation and afterwards added
