This is expected. The PackageHub is not available for SLE 15-SP5 yet.

Pavel was faster. It is indeed the missing packagehub: No product found on SCC for: PackageHub 15.5 aarch64
. It fails for all archs.
Not sure there's much to be done until PackageHub is available for sp5.
