Apparmor gets in the way of database upgrade by openqa-webui

Description
When starting openqa-webui on a freshly patched openQA it tries to upgrade the database
It seems that apparmor gets in the way and prevents access to files required
A valid workaround is to turn off apparmor, but we would probably prefer to fix it :)
The only DENIED action in my audit is about:

didn't seen that before but not sure it's related here though.
