[security] Move OSD Security job group to git

Description

Currently the https://openqa.suse.de/group_overview/268 is not managed in git, which makes it harder to track who edited what and when, even though backups exist.

Acceptance Criteria

AC1: Chosee whether to use qam-openqa-qml despite the name implying "maintenance". We wouldn't need our own deployment nor another repository (see https://gitlab.suse.de/openqa/all-yaml). But if it's trivial, feel free to setup another project with similar setup.
AC2: Whatever the git repository, import the current job group contents as the initial commit.
AC3: Do a test commit and see it's reflected in OSD.

I think we should move also the maintsec under this new repo, because otherwise we would have issues with maintaining the testsuites (they would be in both repos).
