I don't think it's relevant, given it occurs with many other features as well and does not prevent those from working, but anyways:
I just updated en.o.o to MediaWiki 1.37.6, and can't reproduce the error.
Can you please check if adding a page to the watchlist now works for you?
I just had this problem. Also manually adding a page to the raw watchlist also doesn't work.

I just tried the same now, at first it seems to works fine, but when I look at my watchlist, nothing was added.
