closed[opensuse] tvm: No provider of 'python3-tvm' found.

Description
Observation¶
python has been switched to be verion3.10 be default. All pythnon3-* provides have been moved to the python310-* packages.
for tvm, though, this is not applicable, due to:
%define skip_python2 1
# https://github.com/apache/tvm/issues/8577
%define skip_python39 1
%define skip_python310 1
This means, only python38-tvm is bein built, but by convention, this package does not get the python3-* symbol (non-primary python interpreter)
It's not clear at this point if the test should be adjusted to use python38-* explicitly) or if the package should be reworked to be python3.10 compatible.
