tumbleweed-cli breaks if curl download.o.o/history/latest results in a redirect.

Please ensure that /history/latest always gets served directly, at least until tumbleweed-cli gets fixed. (See https://bugzilla.opensuse.org/show_bug.cgi?id=1200043 for the tumbleweed-cli bugreport.)

So far, I'm not aware of reports about the list and disk files in the same directory, but to be sure, maybe also avoids redirects for them.

I've disabled load-balancing which did send small portion of requests to mirrorcache.opensuse.org
Now no redirects should happen for files smaller than 4Kb.
