closedopenQA packaging - split client script and client.conf to separate openqa-client package

Description
During the recent internal workshop I tried to limit what is needed to be installed to communicate with openQA. This little exercise pointed out the fact that our packaging doesn't make much sense: /etc/openqa/client.conf is provided by openqa-worker package, whereas /usr/share/openqa/script/client is provided by openqa package.
I propose to split out package openqa-client providing these two files + necessary modules for perl(OpenQA::Client) so one can use client script without being forced into full blown Mojolicious and os-autoinst installation. Current packages should then require openqa-client.
