User story

Provide opt-out for job_done_hook because it is always good to leave users a choice

Acceptance criteria

  • AC1: If an openQA job has a specific test setting _TRIGGER_JOB_DONE_HOOK=0, then the job done hook is NOT called regardless of the openQA config

For me that's actually the first step as it is the simpler ticket. Why is this blocked by #110518? But ok, I suppose I can also implement #110518 first.
