Description

According to Sofia:

The only think missing is the bot APIKEY and APISECRET and to uncomment this line:
https://github.com/os-autoinst/opensuse-jobgroups/blob/master/.github/workflows/deploy.yml#L34

Acceptance Criteria

  1. operator API Keys are created (Create a bot mail account to qe-core mailing list), and available to be used via Secrets feature in github
  2. CI updates job groups once a pull request has been merged
  3. In case of failure, repository maintainers are notified (GitHub might do this automagically, needs to be tested)
