According to Sofia:
The only think missing is the bot APIKEY and APISECRET and to uncomment this line:

Acceptance Criteria¶
- operator API Keys are created (Create a bot mail account to qe-core mailing list), and available to be used via Secrets feature in github
- CI updates job groups once a pull request has been merged
- In case of failure, repository maintainers are notified (GitHub might do this automagically, needs to be tested)

This is essentially done - the only thing missing here is to remove the --dry-run in the deploy workflow at https://github.com/os-autoinst/opensuse-jobgroups

Also the container image that the CI uses is now build in devel:openQA:ci:tw instead of some home repo.
