Create lib/main_jeos.pm for JeOS schedule

Description
With yaml schedule we have some limitations, like some specific conditions or the $runargs we need for OpenStack tests.
Since the experience we had with containers and public cloud having its own main schedule is very positive, we could do the same for JeOS.
This way, we can move jeos-main and jeos-extratests schedules to it, and share the same file for openSUSE and SLE.
