Does not decrease test coverage as the tests continue after this one, but is still not sporadic but happens every time.

Extended the startup time to 30min. See the PR

I've reached the conclusion that ppc64le machines operate with almost 600MB less of the specified in the QEMURAM parameter. So if I want a 1GB RAM machine, I shall specify QEMURAM=1536. Also the Minimum requirements for clamav specify 2GB+ of RAM so there will be need for changing all the tests in every arch.
