I would like to link to staging dashboard for staging jobs (from rsync.pl) and maintenance incidents (from openqa bot). As `_URL` _URL parameters are eaten by downloads, perhaps introduce and support `EXTERNAL_LINK` EXTERNAL_LINK ?
