Is woefully out of date.
Also - you haven't seemed to notice that rsync.opensuse.org has been down since Sunday.

I noticed rsync.opensuse.org was back up yesterday.
I do expect it to be down from time to time (but for only a day or two at a time. However, the 15.3 update repo on it was out of date yesterday (I compared it to mirror.umd.edu - seems to still be an issue this morning). Note - the 15.2 repo seems up to date. Perhaps rsync from the main repo is stalled for some reason (15.3 seems to be getting a lot of updates in the last few days).
The stats page is still way out of date (the newest info seems to be from the start of August).

Actually, it should not be down from time to time :-) I don't know what happened last week.
Sorry for bugging you some more about this server.
After doing some testing, it seems that:
rsync://rsync.opensuse.org/opensuse-updates/leap/15.3
is stuck at July!!!
However, I notice there are a slew of recent updates to that repository on this mirror:
rsync://mirror.umd.edu/opensuse/update/leap/15.3
I suggest you lock off access to that out of date tree (on rsync.opensuse.org), until you figure out what is going on - so rsync returns an error when you try to access it.
(perhaps this is related to the reason the machine crashed).
note that the 15.2 update tree seems to be up to date (even has some new updates since the machine was brought back up).

Not quite, that is the date on the directory. Some of the contents look like it is up to date, but not all.

Yes, all the KDE packages were rebuilt, something to do with debug info.
I have started a manual sync of updates, shouldn't take too long.

It's done.
And the sle/ sub-repo is already out of date (there were a few updates an hour after you synced it).
Even the 15.2 tree is slightly out of date now.
So the automatic rsync must be set up wrong.
Good luck with that (at least is it close enough that it isn't critical).
