Test is failing due to issue: https://bugzilla.opensuse.org/show_bug.cgi?id=1176553 in Tumbleweed. So calling record_soft_failure 'boo#1176553' as workaround.

Adding the softfail in the beginning of test, connect_to_network is not making much sense.
I verified manually as well, seeing the issue in WiFi dialog to connect. So rejecting the ticket and will wait for the fix to the bug - https://bugzilla.opensuse.org./show_bug.cgi?id=1176553.
