Observation

openQA test in scenario opensuse-Tumbleweed-DVD-s390x-textmode@s390x-zVM-vswitch-l2 fails in
system_prepare
The command 'chown bernhard /dev/hvc0 && usermod -a -G tty,dialout,$(stat -c %G /dev/hvc0) bernhard' can not be executed without a timeout.

Test suite description

Installation in textmode and selecting the textmode "desktop" during installation.

Reproducible

Fails since (at least) Build 20201225 in textmode test suite for s390x

Expected result

Last good: 20201218 (or more recent)
There should be no timeout during the setting of permissions.

I have analyzed the Investigation part, since when system_prepared is failing with this timeout. There was following change before:
