The issue is already fixed, this is a workaround fix to resolve the aarch worker slower problem.

After discussing with security QE team member, we will track this issue as a [backlog] status, Currently the 187.1 testing is passed. But it could be also a random problem in aarch64 in ENV mode in the future.
