Description
Since Oct 19/20, all multimachine tests end directly as incomplete.
The log files shows errors like
[0m[37m[2020-10-20T10:07:52.256 CEST] [debug] QEMU: qemu-system-x86_64: could not configure /dev/net/tun (tap18): Operation not permitted
Having all multi-machine tests failing/unavailable is blocking Tumbleweed snapshots

The [global] section in workers.ini had the tap class defined for all, with just a few (7-16) opting out.
The count of workers was increased to 20 by okurz recently, so I assume it was just missing the opt out for 17-20. I added that and it seems to work.
Now the count of tap devices (tap0-tap5) matches the workers (:1-:6).

I converted the tap opt-out to a out-in, so starting new workers should from now on "just work".
I wonder why only some workers have the qemu_i586 class, IMO it makes sense to have that for all non-tap workers.

@favogt That makes sense. If there's nothing left to do you can actually assign yourself and mark the ticket as resolved.

I don't know. Maybe the one who added the class didn't put too much thought into that.
