ipmi management interface of openqaworker7 is inaccessible ("no matching cipher suite") and not pingable

Description
Observation¶
Can't ping openqaworker7 and seems to be completely down. Also ipmi does not work.

maxmaher helped to reset the MC, I power cycled the machine and it's back. I can login over ssh. nsinger is investigating
the "ipmi cipher issue".
ipmitool -I lanplus -H openqaworker7-ipmi.suse.de -U XXX -P XXX power status
reproduces the problem but what works is for example
ipmitool -C 1 -I lanplus -H openqaworker7-ipmi.suse.de -U XXX -P XXX power status
as well as
ipmitool -C 7 -I lanplus -H openqaworker7-ipmi.suse.de -U XXX -P XXX power status
waiting for feedback from nsinger.

fixed in #73483 with updates to our ipmitool commands in the salt pillar document where I also provided handy alias definitions to use locally for everyone.
