finish IPRQ document

Some information about IPRQ document in SLED (Does it applies exactly the same to openSUSE?):

The IPRQ document is a A Novell-internal document used for tracking Intellectual Property.

All ECR/IPRQ documents should be revised by Ciaran. Afterwards they need to go to these recipients:
IPRQ: Sue Goodwill SGOODWILL@novell.com (will distribute it to the lawyer-of-the-project-and-day)
